MANAGEMENT INFORMATION SYSTEMS AS A DIGITAL ORGANIZATIONAL CAPABILITY: EVIDENCE OF THEIR CONTRIBUTION TO ADMINISTRATIVE PROCESS EFFICIENCY IN A FRAGILE INSTITUTIONAL CONTEXT

Abstract: Purpose: This study examined Management Information Systems (MIS) as a digital organizational capability associated with administrative process efficiency and organizational performance in a fragile local government institution in Yemen. Drawing on Information Processing Theory and the Resource-Based View, it investigated how integrating technological and human resources supports process improvement.
Methodology: A cross-sectional census design covered 115 employees and yielded 103 valid questionnaires (89.6% response rate). Data were analyzed using descriptive statistics, Pearson correlation, regression, and one-way ANOVA.
Findings: MIS implementation and administrative performance were moderate. The human element was strongest, whereas networks and software were weakest. MIS was strongly associated with administrative performance (r = .873, p < .001), and regression explained 76.3% of its variance (R² = .763). Significant differences were found by work experience.
Conclusions: MIS creates organizational value through integrating hardware, software, databases, networks, and human capabilities to support procedural simplification, work quality, quantity, and completion speed.
